This would be most difficult since the ROTC program demands much of your time. That said, you do have chances to study in Japan. The first two years of ROTC are non committed, meaning you can opt to with draw. During those first two years you can probably look into summer learning programs and balance your desire to study in Japan and your desire to be a USAF officer. ROTC courses are offered as specific courses at the college of enrollment. Japanese colleges do not offer U.S. military courses.
