Why do japan sell weird stuffs in the streets? -

i recently found something extremely weird in japan.. it looks like a coke vending machine, and all the products packaged are like soft drinks cans form, but when they opened it, it is used female panties! YUCKS! why do they sell those things?

because some are desprite for money,same thing in new york city. some people just enjoy stuff like that,and when the do , they buy it. but panties ? thats just nasty .
