It s OK to bring medicine to Japan. I guess it s better for her to bring it in her hand baggage so that she can explain to custom when she s asked a question about it. The medicines need to be certified by the precription doctor/pharmcist qualified to do so, to a named person(i.e. your friend! ) requiring the medicine. Ask at hotel or relatives in Tokyo how to purchase the medicines .... maybe quicker and safer...
No problem because this is just for personal use only. Mailing medicines is also available by post mail or EMS or any courier service.(you just declare the content as medicine for personal use on paper)
