If you have a university degree, then you can easily get a job teaching English. I lived there for 3 years and loved it.
It is not a matter of bias. MOST countries require foreigners to obtain work permits to work in their country. They want to protect their job market for their own citizens...thus you must find an employer before you will be granted a work permit. Usually the only jobs you can get a position in and a work permit for are jobs that require high levels of education and skill. Mexico, Australia, European countries require this as well as Japan. You can go to the website of the Japanese Embassy to the United States and read the info on applying for a work visa.

It depends on what you want to do. Americans are preferred for teaching English. It is one of the few countries that prefers American English to British. When they were trying to duplicate the dot com bubble it was easy for foreign computer programmers to get jobs, too, not just Americans. For everything else they prefer foreigners, but you can get a working visa if you marry a Japanese. Remember, even the US insists that citizens and permanent residents be given preference in hiring.
Its very easy to get a job in Japan compare to most of the country. You can work as a model, English teacher, church minister, depend on your field of work. As far as visa goes, my friend did not have a work visa such as H1 here in America, bat was able to do anything there. He was a musician, worked at popular pub in Tokyo. Japan is the coolest place on the earth. You never know until you get there, you are gonna love it.
